Mage Leveling Guide 1–60 for WoW Forever
Level a Mage from 1 to 60 in WoW Forever as Frost or Fire, with talent orders, spells by level, rotations, dungeon runs and the research system.

Variants
Overview
Frost is our pick for leveling a Mage in WoW Forever. Every Frostbolt slows, Frostbite freezes targets for free, and the new Ice Lance turns every freeze into a hit for four times its normal damage. The same build picks up Ice Barrier at 40, 3/3 Improved Blizzard at 42 and Arctic Reach at 44, so you switch from single pulls to AoE packs without a respec.
Fire is the faster killer if you're comfortable taking more risk. Forever's Hot Streak turns Fire crits into stacks that shorten Pyroblast's cast time, and Wake of Fire makes the first Fire Blast after every kill crit more often than not. Chain pulls quickly and your Pyroblast opener drops from six seconds to three.
What changed from Classic
- Ice Lance is a Frost talent at 20, and Shatter now adds 50% crit against Frozen targets. Frost Nova into Ice Lance replaces Classic's Frost Nova into Frostbolt.
- Cone of Cold and Blizzard slow less than in Classic. Cone of Cold slows by 40% for 6 seconds, and Improved Blizzard tops out at 40%. AoE pulls need a tighter kite.
- Wands don't scale with Spell Power. Buy them on damage per second alone.
- Mage Armor lets 50% of your mana regeneration continue while casting, from level 34.
- Arcane Intellect lasts an hour, and every Mage learns Teleport: Dalaran at 50.
- Frostfire Bolt is a trained spell at 40.

Talents
The Frost leveling build. Levels 10–30 match the single-target build in our Frost Mage guide. From 31 you add Frost Channeling and Ice Barrier, and the Blizzard talents that make AoE pulls work. The last ten points buy Arcane Focus and Arcane Concentration for cheaper, more reliable Arcane Explosions.

Talent order
Levels 10–20: faster Frostbolts, free freezes
- Levels 10–14: 5/5 Improved Frostbolt. Cuts 0.5 seconds off every Frostbolt.
- Levels 15–17: 3/3 Frostbite. 15% of your Chill effects freeze the target for 5 seconds.
- Levels 18–19: 2/2 Improved Frost Nova. Frost Nova every 21 seconds.
- Level 20: 1/1 Ice Lance. 300% more damage against Frozen targets.
Levels 21–30: Shatter
- Levels 21–24: 4/5 Ice Shards. +80% crit damage bonus on Frost spells.
- Levels 25–27: 3/3 Shatter. +50% crit chance against Frozen targets.
- Level 28: 5/5 Ice Shards. Frost crits deal double damage.
- Level 29: 1/1 Ice Block. Ten seconds of immunity every 5 minutes.
- Level 30: 1/2 Fingers of Frost. Your Chill effects have a 15% chance to make your next spell treat the target as Frozen.
Levels 31–40: mana, AoE and Ice Barrier
- Level 31: 2/2 Fingers of Frost. Two Frozen-treated spells per proc.
- Levels 32–34: 3/3 Frost Channeling. Frost spells cost 15% less. Blizzard gets affordable.
- Levels 35–37: 3/3 Permafrost. Chill effects last 33% longer and slow 10% more.
- Level 38: 1/1 Cold Snap. Resets Frost Nova, Cone of Cold and Ice Block in a bad pull.
- Level 39: 1/3 Improved Blizzard. Blizzard slows by 15%.
- Level 40: 1/1 Ice Barrier. A damage shield every 30 seconds. While it holds, damage can't push back or interrupt your casts.
Levels 41–50: the AoE kit
- Levels 41–42: 3/3 Improved Blizzard. Blizzard slows by 40%, 50% with Permafrost. Start pulling packs.
- Levels 43–44: 2/2 Arctic Reach. Blizzard reaches 20% farther, and Frost Nova and Cone of Cold get a 20% larger radius.
- Levels 45–47: 3/3 Piercing Ice. +6% Frost damage.
- Levels 48–50: 3/3 Improved Cone of Cold. Cone of Cold hits 35% harder. It finishes the pack after Blizzard.
Levels 51–60: Arcane
- Levels 51–55: 5/5 Arcane Focus. +5% hit on Arcane Explosion and Arcane Missiles.
- Levels 56–60: 5/5 Arcane Concentration. A 10% chance after every damage spell to make the next one free, including Blizzard.
Flexible points
- Staying single-target the whole way? Skip Improved Blizzard and Arctic Reach, and take 5/5 Winter's Chill at 39 and 41–44 for +10% crit on Frostbolt and Ice Lance.
- Mobs a few levels above you resisting your Frostbolts: put the Piercing Ice points into Elemental Precision instead.

Talent order
Levels 10–20: fast Fireballs and Fire Blast crits
- Levels 10–14: 5/5 Improved Fireball. Cuts 0.5 seconds off every Fireball. From level 24, when Fireball becomes a 3.5-second cast, that is a 3-second Fireball.
- Levels 15–16: 2/2 Wake of Fire. Fire Blast every 6 seconds, +50% crit on the first one after a kill.
- Levels 17–19: 3/3 Incineration. +6% crit on Fire Blast and Scorch.
- Level 20: 1/1 Pyroblast. Your opener from 35 yards.
Levels 21–30: Hot Streak
- Levels 21–24: 4/5 Ignite. Fire crits burn for 32% more.
- Level 25: 1/1 Hot Streak. Non-periodic crits from Fireball, Frostfire Bolt, Fire Blast and Scorch grant a 20-second buff that takes 25% off Pyroblast's cast time, stacking up to three times.
- Level 26: 5/5 Ignite. Ignite at 40%.
- Levels 27–29: 3/3 Master of Elements. Fire crits refund 30% of their base mana cost.
- Level 30: 1/3 Critical Mass. +2% Fire crit.
Levels 31–40: Blast Wave and Combustion
- Levels 31–32: 3/3 Critical Mass. +6% Fire crit.
- Level 33: 1/1 Blast Wave. Instant AoE damage and a 50% daze. Your answer to a second mob.
- Level 34: 1/3 Burning Soul. Unlocks tier 6.
- Levels 35–39: 5/5 Fire Power. +10% Fire damage.
- Level 40: 1/1 Combustion. Every Fire hit adds 10% crit until four crits land, every 3 minutes. Save it for elites and quest bosses.
Levels 41–50: comfort
- Levels 41–42: 3/3 Burning Soul. Your Fire spells ignore 70% of pushback.
- Levels 43–44: 2/2 Flame Throwing. Pyroblast and Fireball reach 41 yards. One more Fireball before the mob arrives.
- Levels 45–47: 3/3 Impact. 10% of your Fire spells stun for 2 seconds.
- Levels 48–50: 3/5 Elemental Precision. +3% hit with Fire spells.
Levels 51–60: everything else
- Levels 51–52: 5/5 Elemental Precision. +5% hit with Fire spells.
- Levels 53–55: 3/3 Improved Flamestrike. +15% crit on Flamestrike for group pulls.
- Levels 56–58: 3/3 Improved Scorch. Scorch stacks up to 15% more Fire damage on your target. Worth it on elites and in dungeons.
- Levels 59–60: 2/2 Improved Fire Ward. Fire Ward reflects 20% of Fire spells.
Flexible points
- Questing against casters that use Fire spells? Take Improved Fire Ward before Improved Scorch.
- At 60, respec into the raid build from the Fire Mage guide. It trades the leveling comfort talents for Missile Barrage from Arcane.
Abilities by level
Train at every even level. Mages learn something new at almost every one, and a new Frostbolt or Fireball rank is a real damage upgrade every time.
Levels 1–10
- 1: Fireball, Frost Armor, Arcane Intellect.
- 4: Frostbolt and Conjure Water. On the Frost path, Frostbolt is your main spell from here.
- 6: Fire Blast, Conjure Food, Fireball rank 2, and the research spells Comprehend Scroll and Study. Research itself comes from the library: see the Mage class feature section.
- 8: Arcane Missiles, Polymorph, Frostbolt rank 2.
- 10: Frost Nova, Frost Armor and Conjure Water rank 2.
Levels 10–20
- 12: Fireball rank 3, Conjure Food rank 2, Slow Fall. Skip Dampen Magic while solo.
- 14: Arcane Explosion, Frostbolt rank 3, Fire Blast rank 2, Arcane Intellect rank 2.
- 16: Arcane Missiles rank 2, Flamestrike. Frost levelers skip Flamestrike.
- 18: Remove Lesser Curse, Fireball rank 4. Skip Amplify Magic.
- 20: a big one. Blink, Blizzard, Evocation, Mana Shield, Frostbolt rank 4, Polymorph rank 2, Frost Armor rank 3, Conjure Water rank 3, Fire Ward and the teleports to your capitals.
Levels 20–30
- 22: Scorch, Arcane Explosion rank 2, Fire Blast rank 3, Conjure Food rank 3, Frost Ward.
- 24: Counterspell, Fireball rank 5, Arcane Missiles rank 3, Flamestrike rank 2, and Pyroblast rank 2 for Fire.
- 26: Cone of Cold, Frost Nova rank 2, Frostbolt rank 5.

Power spikes
- 10: Frost Nova, your first real escape.
- 20: Blink, Evocation, Blizzard and the capital teleports, plus Ice Lance or Pyroblast from talents.
- 26: Cone of Cold, a second slow for every kite.
- 30: Ice Armor, and the level 30 talent: Fingers of Frost or Critical Mass.
- 34: Mage Armor, which keeps half your regeneration running while you cast.
- 40: Frostfire Bolt, Ice Barrier or Combustion from talents, and portals for your group.
- 50: Frostfire Bolt rank 2 and Teleport: Dalaran.
What to skip
- Amplify Magic, Dampen Magic, Fire Ward and Frost Ward ranks while solo. Buy a Ward rank only when you quest against casters of that school.
- Flamestrike and Scorch on a Frost Mage, and Blizzard ranks on a Fire Mage before 40.
- Pyroblast and Blast Wave ranks on a Frost Mage, and Ice Lance and Ice Barrier ranks on a Fire Mage. You only train ranks of talent spells you took.
Races
Troll is our Horde pick. Beast Slaying adds 5% damage against Beasts, a big share of everything you kill from 1 to 60. Rapid Regeneration heals 50% of your health over 6 seconds, a free bandage every 3 minutes, and Berserking gives 10% casting speed for a hard pull.
Gnome is our Alliance pick. Escape Artist breaks every root and snare, which saves you from the mobs that catch a Mage. Expansive Mind gives 5% more mana, and Eureka! makes three spells cheaper and stronger every 2 minutes.
Undead levels well on Horde too. Cannibalize restores 7% of your health and mana every 2 seconds for 10 seconds from a Humanoid or Undead corpse, so you drink less on humanoid quests.
High Order Skyborne (Alliance, new) starts on Zephras Isle, levels 1–12. Read Ley Line doubles your health and mana regeneration: 15 seconds anywhere, 15 minutes when you find a ley line. Elemental Insight adds 5% damage against Elementals.
Human and Orc level well too, and Orc Mages are new in Forever. The Human Spirit adds 5% Spirit, and Blood Fury adds 10% Spell Power for 15 seconds every 2 minutes.
Leveling rotation
Levels 1–10
Open with Fireball until 4, then Frostbolt from max range. Cast Frostbolt until the mob reaches you, then finish it with Fire Blast or your wand. From 10, Frost Nova the mob when it arrives and step away before the next cast.
Levels 10–40: one mob at a time
- Frostbolt from 30 yards. You get two or three casts before a slowed mob reaches you.
- Frost Nova, walk out of melee range, and fire Ice Lance (from 20): 300% more damage against the Frozen target, with Shatter's +17% crit at 25 and +50% at 27.
- A Frostbite freeze at range is a free Nova. Ice Lance right away, because it lasts only 5 seconds.
- From 30, Fingers of Frost procs make your next Ice Lance treat the target as Frozen. Spend them on the next mob if this one is nearly dead.
- Finish with Fire Blast or your wand instead of a new Frostbolt.
Levels 42–60: AoE pulls
With Improved Blizzard at 3/3, Permafrost and Frost Channeling, you can pull packs.
- Pull three to five mobs of your level or lower that stand together. Tag the far ones with Frostbolt.
- Ice Barrier, then Frost Nova when the pack reaches you. Walk about 15 yards away.
- Channel Blizzard on the pack. It slows them by 50% while they walk out of the Nova.
- When they reach you, Cone of Cold, step back, and Blizzard again.
- Frost Nova comes back every 21 seconds. Nova, step back, and finish with Cone of Cold.
- When the whole pack is low and standing on you, finish it with Arcane Explosion. It hits everything within 10 yards of you, and its damage breaks Frost Nova, so save it for the kill.
- Cold Snap resets Frost Nova, Cone of Cold and Ice Block for a second loop when a pull runs long.
Downtime
- Conjure water and food in stacks. Drink between pulls, never during them.
- Evocation runs your mana regeneration at 16 times its normal rate for 8 seconds, on an 8-minute cooldown. Bank it for the pull that runs long.
- From 34, Mage Armor keeps 50% of your regeneration running while you cast. On AoE pulls it beats Ice Armor; on single pulls, Ice Armor's armor keeps you safer.
When a pull goes wrong
- A second mob joins: Polymorph it before it reaches you, then finish the first.
- Two mobs on you: Frost Nova both, Blink away and Frostbolt the one you're killing.
- Nova is on cooldown: from 38, Cold Snap resets it, and from 40 Ice Barrier stops the hits from pushing back your casts.
- Nothing left: Ice Block for 10 seconds. The mobs wait at the ice, so Nova and Blink the moment it drops.
Levels 1–20
Open with Fireball from max range, cast another as the mob runs in, and finish with Fire Blast and your wand. From 10, Frost Nova the mob when it arrives and step back for a last Fireball. Frostbolt from 4 is your slow for runners and for the mob that you can't let reach you.
Levels 20–60: the Pyroblast loop
- Open with Pyroblast from 35 yards (41 with Flame Throwing). With Hot Streak stacks from the last kill, it's a 4.5-, 3- or 1.5-second cast.
- Fireball while the mob runs in. Every Fireball crit adds a Hot Streak stack.
- Fire Blast at 20 yards. The first one after a kill has +50% crit from Wake of Fire.
- Frost Nova when the mob arrives, step back, and finish with Fireball or Fire Blast.
- Pull the next mob right away. Hot Streak lasts 20 seconds and Wake of Fire 30, so a fast chain keeps both working for you.
Two mobs
Polymorph one and kill the other. From 33, if both reach you, Blast Wave dazes them by 50% for 6 seconds: walk away and Fireball.
From 40
- Swap in Frostfire Bolt against anything that resists Fire. It uses the lower of the target's Frost and Fire resistances, slows by 40%, and still builds Hot Streak.
- Combustion on elites and quest bosses. Each Fire hit adds 10% crit until four crits land, and three Hot Streak stacks make Pyroblast a 1.5-second cast.
Downtime
Master of Elements refunds mana on every crit, so a Fire Mage drinks less than you'd expect. Keep Evocation for a long pull, and drink between pulls, not during them.
When a pull goes wrong
- A second mob joins: Polymorph it, and don't let Flamestrike or Blast Wave touch the sheep.
- Two mobs on you: Frost Nova both and Blink away. From 33, Blast Wave slows them by 50% as they break free.
- Low on health with the mob still up: Fire Blast it, then wand or Fireball from range once Frost Nova holds it.
- Fire has no Ice Block. When a pull is lost, Blink away early and run while Frost Nova holds them.
Stat priority
Leveling
- Spell Power
- Intellect
- Spirit
- Stamina
Spell Power comes first at every level, because at low levels a few points are a large share of a spell's damage. Intellect gives mana and crit, which powers Shatter and Hot Streak. Spirit cuts your drinking. From 42, a Frost Mage pulling packs moves Stamina up to second: you take hits while you set up Blizzard.
Gear and weapons
Wands
A wand finishes every mob without spending mana. Wands don't scale with Spell Power in Forever, so buy on damage per second. Enchanters craft the four you want:
- Lesser Magic Wand at level 5: 11.3 damage per second.
- Greater Magic Wand at level 13: 17.5 damage per second.
- Lesser Mystic Wand at level 26: 25.4 damage per second and +4 Intellect.
- Greater Mystic Wand at level 30: 29 damage per second and +5 Spell Power.
If you're not an Enchanter, buy these from one. Every wand on the list is a big step up from the last, so upgrade the moment you reach each level.
Weapons
In Forever, caster weapons from quests and drops carry Spell Power, so a weapon upgrade is a real power spike for a Mage too. Take the staff or the one-hander with the most Spell Power at every upgrade. Humans get +2% crit from a sword through Sword Specialization.
Armor
Wear cloth with Spell Power first, then Intellect and Spirit. Quest rewards beat vendor gear at every level. From 42, a Frost Mage pulling packs keeps a few Stamina pieces in the bags.
Consumables
Elixir of Fire Power from 18 adds Fire damage, and Lesser Arcane Elixir from 25 adds Spell Power. Use them for dungeons and elite quests, not for every pull. Lesser Mageblood Elixir from 25 cuts drinking on long AoE sessions.
Professions
Tailoring and Enchanting is the Mage pair. Tailoring makes cloth gear and bags as you level, and Enchanting disenchants the pieces you outgrow and crafts every wand listed above.
For gold at 60, take Herbalism and Skinning or Herbalism and Mining instead, and switch at 60. You make your own food and water, so Cooking is optional. First Aid is cheap and gives you bandages for the fight where Frost Nova is on cooldown.
Dungeons along the way
Dungeons give quest rewards and gear upgrades that open-world questing can't match. As a Mage you're welcome in every group: bring water, Polymorph and portals.
- 13–20: Hall of Thanes beneath Ironforge and Ragefire Chasm from 13, Ruins of Lordaeron in Tirisfal Glades from 15, and The Deadmines and Wailing Caverns from 17.
- 22–30: Shadowfang Keep from 22, Blackfathom Deeps and The Stockade from 24, Gnomeregan and Razorfen Kraul from 29, and Scarlet Monastery from 30.
- 37–50: Razorfen Downs from 37, Uldaman from 41, Zul'Farrak from 44, Maraudon from 46 and the Sunken Temple (the Temple of Atal'Hakkar) from 50.
- 52–60: Blackrock Depths from 52, Dire Maul from 54, Lower Blackrock Spire from 55, Scholomance and Stratholme from 58, and Upper Blackrock Spire from 59.
Levels are the recommended levels from our dungeon list. Three new dungeons are not open in the beta yet: Excavation Site: Wetlands (24–29), City of Dalaran (28–33) and The Drowned City (35–40). Krol'dok Stronghold, Alcaz Prison, Blackmaw Hold and Shaper's Terrace are announced for later, without dates.
Frost Mages with the AoE talents clear trash fast in all of them. Wait for the tank to hold the pack, then Blizzard.
Mage class feature: research
Forever gives Mages a research system of their own, and you unlock it at level 6.
- Research: your first donation to the library in your capital city teaches Research, which opens the research interface and unlocks Study.
- Study: Study is a 6-second cast at a library that uses a Light Feather and gives you a Bundle of Scrolls. It has a 1-hour cooldown.
- Comprehend Scroll: Comprehend Scroll deciphers the untranslated scrolls you get.
Most deciphered scrolls imbue your weapon for an hour. Others summon a familiar, weaken a target or open a lock. Study every hour you're in a capital: one Light Feather buys power for your next hour of questing. Carry a stack of Light Feathers, which you also need for Slow Fall.
Tips
Teleports to your capitals come at 20 and 30, and Teleport: Dalaran at 50. Save your hearthstone for your inn and teleport to train.
Damage can break Frost Nova. Don't Frostbolt a Novaed mob in melee range: step away, then cast. Ice Lance is instant, so fire it as soon as you're clear.
Conjure before you leave town. A stack of water and food saves you gold and bag space at every level.
Bank Evocation for bad pulls. A full mana bar in the middle of a fight saves more time than Evocation used as a free drink.
Polymorph is your second Frost Nova. Sheep the add before it reaches you, and pull it only when the first mob is dead.
Group quests are Mage quests. Your AoE, Polymorph and water make you the first pick for every elite quest group.
Macros
Wand macro: starts wanding and never cancels it by accident when you press it twice.
